It took weeks of cross-referencing accounting ledgers to uncover how Oneida County bypassed board approval to issue 22 unauthorized payments to a law firm. It meant digging through state budget allocations and fisheries research to pull out the hard, overlooked reality: that stocking a single adult walleye carries a true cost of $101 to $640.
